La possibilit\u00e9 d\u2019une m\u00e9diation entre l\u2019Alg\u00e9rie et le Maroc nous impose de rappeler que les relations entre les deux pays ont toujours \u00e9t\u00e9 belliqueuses, charg\u00e9es de tensions et ponctu\u00e9es de conflits. Il s\u2019agit de tensions historiques perp\u00e9tu\u00e9es dans le temps et tous les indicateurs sont au rouge entre les deux pays. Les relations diplomatiques sont rompues, les canaux d\u2019\u00e9change pratiquement inexistants, hormis peut-\u00eatre les questions de s\u00e9curit\u00e9 et de terrorisme, bien que nous ayons des doutes. Nous sommes \u00e0 un point critique.<\/p>\n
La situation appara\u00eet tr\u00e8s inqui\u00e9tante pour un bon nombre de nations, notamment pour les pays occidentaux dont les int\u00e9r\u00eats sont particuli\u00e8rement importants dans la r\u00e9gion, surtout en ce qui concerne la lutte antiterroriste, nous assistons \u00e0 une recomposition g\u00e9opolitique en m\u00e9diterran\u00e9e et plus sp\u00e9cifiquement au Maghreb. Certains pays extr\u00eamement influents sont tr\u00e8s pr\u00e9sents au Sahel, qui est la profondeur strat\u00e9gique de l\u2019Alg\u00e9rie et du Maroc.<\/p>\n
Qui pourrait donc intervenir en cas de tension extr\u00eame entre les deux pays\u00a0? Je r\u00e9pondrais l\u2019Europe et les Etats-Unis. Quoi qu\u2019il en soit, il est imp\u00e9ratif de tout mettre en \u0153uvre pour une d\u00e9sescalade mais surtout pour une reprise du dialogue afin de traiter toutes les questions rest\u00e9es en suspens depuis des d\u00e9cennies, telles que celle du Sahara Occidental ou celle de la fronti\u00e8re ferm\u00e9e depuis 1994. Il est indispensable de sortir de cette escalade verbale. Les m\u00e9diatrices alg\u00e9riennes et marocaines ne pourraient-elles pas tenter d\u2019intervenir au sein de ces conflits, et dans un contexte o\u00f9 l\u2019Alg\u00e9rie refuse toute m\u00e9diation ?<\/p>\n
Il faut souligner que les relations entre les deux peuples sont tr\u00e8s solides, notamment gr\u00e2ce \u00e0 l\u2019importance des liens familiaux. C\u2019est \u00e0 ce niveau que les m\u00e9diatrices pourraient op\u00e9rer en mettant \u00e0 profit non seulement ces liens, mais aussi toutes les nouvelles techniques de communication (r\u00e9seaux sociaux et autres).<\/p>\n
La situation est tellement d\u00e9licate et compliqu\u00e9e que seuls ces peuples fr\u00e8res profond\u00e9ment li\u00e9s pourront mettre fin \u00e0 ces conflits permanents, et permettre ainsi la construction du grand Maghreb dont ils r\u00eavent.<\/p>\n
Par cons\u00e9quent, en tant que m\u00e9diatrices de la r\u00e9gion, soyons t\u00e9m\u00e9raires et tentons d\u2019assumer cette mission qui s\u2019av\u00e8re impossible pour les acteurs politiques, mais possible pour les peuples.\u00a0\u00a0<\/p>\n

Malgr\u00e9 les tensions politiques des 40 derni\u00e8res ann\u00e9es qui freinent la construction de l\u2019Union du Maghreb Arabe, des collaborations, \u00e9changes et partenariats existent entre les pays du Maghreb dans diff\u00e9rents domaines tant \u00e9conomique, que social, scientifique, culturel et environnemental. Diff\u00e9rents acteurs de la soci\u00e9t\u00e9 sont impliqu\u00e9s dans ces actions communes dont les ONG pour les droits humains et plus particuli\u00e8rement celles actives dans le combat pour les droits des femmes.<\/p>\n
Le mouvement des droits des femmes au Maghreb est pluriel. N\u00e9anmoins, \u00e0 certains moments cl\u00e9s de l\u2019\u00e9volution de la question des droits des femmes, des synergies ont \u00e9t\u00e9 construites, des concertations ont \u00e9t\u00e9 entreprises et des actions de solidarit\u00e9s ont \u00e9t\u00e9 men\u00e9es. Depuis la Quatri\u00e8me Conf\u00e9rence Mondiale sur la Femme de 1995, on a vu \u00e9merger une nouvelle fa\u00e7on de travailler, notamment \u00e0 travers des r\u00e9seaux ou des coalitions d\u2019ONG qui se regroupent pour plaider pour des pr\u00e9occupations communes, laissant de c\u00f4t\u00e9 les divergences relatives au politique et au leadership. Ainsi les efforts ont pu \u00eatre f\u00e9d\u00e9r\u00e9s dans les pays, au niveau national et local, mais \u00e9galement entre les pays et \u00e0 l\u2019international. Partageant un socle culturel et religieux commun et un contexte ou le patriarcat demeure fort, les ONG maghr\u00e9bines ont men\u00e9 des recherches et analyses comparatives afin d\u2019asseoir une compr\u00e9hension commune de la situation et des enjeux des droits des femmes dans les diff\u00e9rents pays. C\u2019est ainsi qu\u2019elles ont pu construire des strat\u00e9gies de plaidoyer adapt\u00e9es aux diff\u00e9rents pays, et aux d\u00e9cideurs et acteurs au sein de ces m\u00eames pays.\u00a0Ces recherches et analyses communes leur ont \u00e9galement permis de se conna\u00eetre et d\u2019apprendre de l\u2019exp\u00e9rience des unes des autres. Ce travail en commun a largement contribu\u00e9 \u00e0 la r\u00e9ussite du plaidoyer du mouvement des femmes pour les r\u00e9formes entreprises par les pays maghr\u00e9bins au cours des 20 derni\u00e8res ann\u00e9es. Ces r\u00e9formes ont concern\u00e9 l\u2019am\u00e9lioration du statut juridique de la femme au sein de la famille, la lutte contre les violences faites aux femmes, l\u2019accroissement de leur participation politique et de leur leadership, mais \u00e9galement le renforcement de leur pouvoir \u00e9conomique.\u00a0<\/p>\n
Ainsi, le mouvement des femmes maghr\u00e9bines a r\u00e9ussi \u00e0 acqu\u00e9rir une r\u00e9elle expertise en mati\u00e8re de travail d\u2019\u00e9quipe, de strat\u00e9gies et techniques de communication, n\u00e9gociation, m\u00e9diation, mais \u00e9galement \u00e0 ma\u00eetriser les sujets et les enjeux de l\u2019Agenda Femmes, Paix et S\u00e9curit\u00e9. C\u2019est un v\u00e9ritable vivier strat\u00e9gique que les gouvernements de la r\u00e9gion peuvent associer aux efforts d\u2019\u00e9tablissement d\u2019un climat de confiance, n\u00e9cessaire au r\u00e8glement des conflits existants.<\/p>\n
Compte tenu de leur connaissance du mouvement des femmes au sein des diff\u00e9rents pays du Maghreb, les m\u00e9diatrices maghr\u00e9bines du R\u00e9seau m\u00e9diterran\u00e9en des femmes m\u00e9diatrices peuvent contribuer \u00e0 l\u2019\u00e9tablissement de ce climat de confiance, en facilitant l\u2019association de femmes de la soci\u00e9t\u00e9 civile \u00e0 cet effort.<\/p>\n
